Why are the numbers so drastically different? They are based on completely different units of historical measurement.
King Edward II of England decreed in 1324 that the official standard of measurement for footwear would be the "Barleycorn" (exactly 1/3 of an inch). A UK size 12 is exactly 12 inches long. Every full size down decreases the length by one barleycorn.
The United States adopted the British barleycorn system, but with a bizarre twist. For marketing reasons in the 19th century, the US decided to start counting at "1" instead of "0." Therefore, a US Men's size is almost always exactly one size larger than the UK equivalent. (A UK 10 is a US 11). Furthermore, US Women's sizes are mathematically shifted. A US Women's size is usually 1.5 sizes larger than the equivalent US Men's size.
The EU (excluding the UK) uses the "Paris Point" system, invented by French shoemakers in the 1800s. A Paris Point is defined as exactly 2/3 of a centimeter (6.67 mm). Because this increment is much smaller than a barleycorn, European sizes use much higher numbers, usually ranging from 35 to 46 for adults.
Japan uses the only truly logical sizing system on Earth. Their shoe sizes are simply the literal physical length of the foot measured in Centimeters (CM). If your foot is exactly 26 centimeters long, you wear a Japanese size 26.
